How the commission is formed

Composition: Five commissioners serve staggered five-year terms. A commissioner whose term expires may remain for no more than six months while a successor is pending.
Appointment: The governor nominates commissioners, and a majority of the Pennsylvania Senate must consent. A mid-term vacancy is filled only for the balance of the predecessor's term.
Leadership: The governor designates the chair every four years. The commissioners elect one member annually to serve as vice chair.
